Devolution or reorganisation?

Mike Mousdale, Head of Local Government at DWF, comments for the Local Government Chronicle about the current hot topic.

Eric Pickles famously threatened to shoot with a pearl-handled revolver anyone who suggested opening the can of worms labelled ‘local government reorganisation’.

The former communities secretary would countenance reorganisation only if all parties involved agreed, and his successor Greg Clark appears no more disposed to enter the fray.

Instead there is now a bottom-up exercise in which councils are trying to configure themselves into combined authorities.
