With almost 30 years of experience of working in this sector I have built up a portfolio of landmark deals including the first PFI in local government, two of the first schools PFIs, the largest Blue Light PFI Scheme for Greater Manchester Police and the largest local government PFI in Europe in the Greater Manchester Waste PFI Project.
Other notable firsts include the Kier Sheffield LLP deal (the first use of a LLP in local government). I am recognised as one of the leading public procurement advisers, dealing with advice on procurement strategies, compliance as well as defending and bringing related challenges. I am particularly skilled in advising on alternative delivery vehicles for local services, including the use of trading companies, joint ventures and mutuals and cooperatives. Well-versed in judicial review I have broad experience, whether bringing challenge to the government on behalf of local authorities or in defending local government against challenge.
